Expert warns AI may reinforce racial injustices by relying on biased historical data
Dr. Gideon Christian delivered expert testimony on the impact of artificial intelligence (AI) in Canada, and how biased historical data is disproportionately harming Black communities to the UN Permanent Forum on People of African Descent.
At the , Christian provided evidence on how Black communities are largely excluded from the development and governance of AI systems, despite being most affected by them.
According to Christian, AI is not neutral or objective, but instead, can recreate and even worsen existing racial biases because it relies on historical data shaped by discrimination. He argued that these biases can be found in facial recognition systems that misidentify Black people at a higher rate than other races, and predictive policing tools which repeatedly target already overpoliced Black communities.
Although the Canadian government has acknowledged racial disparities in its criminal justice system, Christian says that new technologies risk recreating those same injustices in a digital form. He urges Canada to make a deliberate choice to either use AI to correct past injustices and move toward greater equality or allow it to reinforce existing inequalities.
